New Delhi: India's coalition government on Thursday to push for legislation to establish an independent anti-corruption agency, after exhausting day of speechmaking, and political posturing backroom negotiations could not produce a deal, possibly stalling the bill for months.
Drama in Parliament over the proposed agency, known as the Lokpal is dominated Indian media in recent days, but the big question on official corruption dominated the political landscape since last summer, when public anger boiled over into a campaign against corruption led by Anna Hazare.
Thursday was the final day of the winter session of Parliament, and it was brought to a decisive vote Lokpal legislation in the upper house. Instead, the legislators adjourned at midnight, leaving it without a vote after a chaotic scene of screaming and accusations.
"You can not do this," said Mohammad Hamid Ansari, Vice President and presiding officer of India's upper house, as he tries to calm vainly, that legislators hollering. "This is disgraceful."
Fate is now uncertain Lokpal legislation. On Tuesday, the lower house of parliament approved the government bill, but there is no vote by the upper chamber means, a tool can be addressed before the next session of Parliament, scheduled to begin in late February.

Months, politicians have responded to public anger over corruption pledge support for a Lokpal. Congress party leaders are going to be absorbed criticism, but they appear to have taken control of the government on Tuesday with Lokpal measurement in the lower chamber.
Dynamics of the upper house, Rajya Sabha are known as very different. The Congress party and its allies hold a majority in the lower chamber, but not in the Rajya Sabha, where smaller, regional parties often can use a big power.
Critical strike is an important ally in the coalition government because of the national government. Mamata Banerjee, the Trinamool Congress Party, announced that his party would not support the project if it was to remove a provision to establish anti-corruption bodies at the state level.

The whole discussion on Thursday, opposition leaders have attacked the government's legislation many fronts, complaining that the proposed Lokpal would not be independent enough, or that the agency should have appropriate investigative powers, or that the positive action provision shall not be included.
Very often the argument is centered on the Technical Discussion about India's federalist structure, and whether the provision was unconstitutional on the state-level anti-corruption bodies. Advocates of the bill accused the opposition leaders, using such arguments as a smokescreen, intended to prevent the creation of anti-corruption agency.
Abhishek Singhvi, the Congress Party leader, said the Congress party is "ready to stand up and be counted" and warned that the opposition's "History will not forgive you."
Mr. Singhvi, who oversees the special parliamentary committee that drafted the bill, said, "You are in search of the elusive perfect good to refuse."
Parliament's failure on Thursday to reinvigorate the protest movement led by Mr. Hazare. He tried to rally public support against the government on the bill this week, calling it too weak for staging a hunger strike. However, a large crowd last summer did not materialize this week, Mr. Hazare and his hunger strike called off early, blaming poor health.
Kiran Bedi, a top adviser to Mr. Hazare, said Thursday night that the scene showed why Hazare group so distrusted the government's commitment to Lokpal.
"We hope that we will see some voting, some conclusion," Ms. Bedi said in an interview on news channel NDTV. "You can not trust a word. A deficit of trust. "
