Kuala Lumpur (Kyodo) - Malaysia's Parliament approved Tuesday a controversial law banning street demonstrations, despite a walkout by the opposition and only hours after the lawyers and civil groups staged visits protesting the legislation.
The peaceful assembly Bill 2011 is expected to be one of the keys tones of a project improvement Prime Minister Najib Abdul Razak, but critics say it is "more stringent" than the current law controlling public assembly.
They also accused Najib to put Malaysia on the back foot for Myanmar, countries with worse human rights records than Malaysia, the bill passed into law last Friday to allow peaceful protests and street only require citizens to give five days notice to the authorities.
With dozens of riot police on watch, about 500 lawyers and civil groups demonstrated against the bill Malaysian travel 2 km towards the parliament chanting "freedom", "freedom to the people."
They were arrested the next parliament.
Ten representatives from the Malaysian Bar Council was allowed to enter Parliament to deliver an open letter and proposed amendments to the bill, the MPs.
Among the objections of the bill not only bans street protests, it also vests unlimited power to order the police time, date and place of execution and all the assembly.
Now there are public meetings subject to the Police Act 1967.
One of the rules dictates that any gathering of more than five people requires police permission and rights groups have often complained that Congress organized by the government's critics are usually denied permission.
The peaceful assembly bill seeks to do away with the need for a police permit to assemble.
But when the bill was first introduced in Parliament last week, said that organizers must give 30 days notice to the police.
After much criticism, the government amended the bill with a shortened 30-day notice for 10 days, but still retain a ban on street protests.
"We say no to street protests. It's out of it, what is the purpose of disrupting the peace and affect the livelihood of others?" Najib was quoted as saying by The Sun today.
"Baseless claims are made that we are more draconian than Myanmar, and other such comments, just to confuse the public," he said. "For local areas, you can collect at any time, just inform the police you are having the collection, in fact, you may even be within 24 hours."
The bill was set for discussion Tuesday while the opposition, dissatisfied with the changes and went out, foregoing their right to vote.
With the ruling National Front organizations employ nearly two-thirds of Parliament, the bill passed easily.
Opposition Leader Anwar Ibrahim said the government should have withdrawn the bill and set up a subcommittee to review it.
"Bulldozing" bill through Congress, he said, showed the government is worse than the junta in Myanmar.
"Even the military junta deal with (opposition leader) Aung San Suu Kyi. In Malaysia, brute force is used by the majority, without a long debate and without taking into account the feelings of people. It will be difficult for the opposition to support this bill unless it is brought to debate in Parliament by the committee, "he told reporters.
